This subject commences with an in-depth analysis of the role of health insurance in Australia and internationally. Using the WHO Health Systems Framework on universal health care, students examine the rationales offered by governments for intervening in the financing of health care. Students develop understanding of different insurance design arrangements and learn to assess the merits and weaknesses of alternative systems. This includes a focus on the role of equity in health system performance, the measurement of equity and the impact of policy on the equitable financing and access of health care.
